Grandpa: param auth set id should be specified as such #594

In https://spec.polkadot.network/#sect-grandpaapi_submit_report_equivocation_unsigned_extrinsic the argument id sub v for the authority set id is described as "the authority set" when I believe it should be "the authority set id".

Tried to open PR but don't think I have access, so figured this was way to go :)
