Re-apply BeefyVerifier changes and make keystore generic on hash #1

We discussed that the model of having BeefyVerifier in the runtime is useful but we should also make the keystore generic on the type of hash function it uses

The Keystore is still hard coded to do keccak256 and need to be turned to be generic also.
