[infra] Add tooltip plugin and config #127

This PR closes #118

It utilizes https://github.com/grnet/docusaurus-terminology, which:

Auto-populates glossary.md from the terms/ folder
Allows for tooltips via markdown links that use a term within the terms/ folder.

@DrW3RK Note: I have not replaced all definitions of these terms yet; your review and input on this is appreciated before I go about replacing these terms in the wiki to tooltips :)

if it looks good, I can either replace definitions here, or in another PR.
