Fails to run on Windows XP #6

What steps will reproduce the problem?
1. Run on Windows XP

What is the expected output? What do you see instead?
should work

What version of the product are you using? On what operating system?

Please provide any additional information below.
ERROR from CLI:
 "The system cannot execute the specified program."
and similar error from Win explorer.

Works on Windows 7 (32+64bit).
