Add a DAO config file

• Gather the deployments of NFT, Gov, and NFT ownership in one deploy.ts file
• Create a config file with DAO info, NFT info, network info

The dev workflow should be:

• Install the dependencies, and add your own keys in the .env file
• Set the values of each variables in a dao.config.ts file
• Run npm run deploy --network optimism command

Any dev should also be able to deploy an example DAO to Goerli or Optimism Testnet.
