Even in the concept stage, having clear and accessible structures is important.

Acceptance Criteria

The following processes are defined and documented:
- Issue Triage
- Adding new collaborators
- Critical decision-making
Project goals are set and have acceptance criteria

Issue Triage

Collaborators have a search view for Issues without Labels. They categorize issues without Labels.

Adding new collaborators

New Collaborators should add an issue called <Github User Name here> is not a collaborator. Administrators should add collaborators by default.

Critical decision-making

Critical decisions should be Issues labeled with decision. The issue should be written in the style of a proposal:

HackerTree should ...

Collaborators should have the chance to veto the proposal for several days.
