Listing Games fails if no scraper is enabled and scraper-chain isn't disabled

Expected Behaviour: Listing all games including discovered information after adding a new host should work properly, even if no scraper is enabled and the scraper chain is not disabled.

Actual Behaviour: If no scraper is enabled and the scraper chain isn't disabled no games are shown. NVHTTP Scraper should always be enabled, but doesn't seem to provide information.

This was the case due to a DI configuration problem where scrapers disappeared completely from the chain.
