add koinbot's steem seed node.

@koinbot I included this as part of my update in https://github.com/wackou/bts_tools/pull/62.

Have you thought about assigning a URL/domain to your seed node? The benefit of doing this would be that if you ever need to update servers, you can just point your URL at the new IP and there is no need to make a bunch of updates wherever the IP is being used (including here).
