mirrors.syd experimental server is operational

try to ok-deploy from there (avoid downloading CUDA from Internet)

mirrors.syd now also has a PyPI cache.

Consider probe and set PIP_INDEX_URL system-wide.

Bonus, set system-wide huggingface cache dir to mirror.syd.

Requires local rw mount to mirror server data directory
