Provide LIRC/CEC-compatible container w/ node #1

Rather than explain how to install node, I'd prefer people use a container-ready OS. Provide appropriate Dockerfile to get going here, and update README.md to explain how to use it.

LIRC is proving to be a giant pain.

This work is turned into a help-wanted; I will probably never do it myself because I'm planning on upgrading from the Xbox One Day One Ed to X Series when it comes out, and it sounds like X Series will likely have CEC support OTTB.
