I am not sure what causes this, it started today and it does not seem that my recent commits trigger the issue because I was able to reproduce the issue by making a PR from an old branch.
As usual with GitHub Actions it may be a glitch somewhere else, so I will wait a few days and see whether the issue has disappeared by itself.
