make PR #1193 more compact and readable

Thank you @vincentvanhees. I have just tested this and it works well in my files.

I provided more information in the issue, and additionally you proposed revising the NEWS details. Would something like this be clearer?

• Part 5: Revised minor bug when incorporating the sleep period time windows into part 5 time series in g.part5.wakesleepwindows. If the timestamp needs to be rounded, e.g., "9:16:58" for an epochSize of 5 would result in "9:16:60", yet this would not be matched with the time series and it would result in a misclassification of the sleep period time. Now, this is converted to "09:17:00" to correctly match it with the time series. #1192
