Fixed-time tasks #3

Add special type of tasks with fixed start time. Other tasks will "flow
around" such a tasks. Will be usefull for example to specify vacations, or
high priority tasks which appeared in the middle of the implementation etc..

Yes, it's my plan, but can take months since it is my hobby project...

It would be useful if holidays are fixed in the schedule, that a job splits 
itself, the time available before the holiday and the rest of the required 
time, after the holiday (or other fixed item).
