Workers with no tasks aren't saved

What steps will reproduce the problem?
1. Create 2 workers "A" and "B"
2. Add a task to "A" worker
3. Save the project
4. Close Task Blocks
5. Open Task Blocks
6. Open the saved project
7. There wont be the "B" worker

What is the expected output? What do you see instead?
There must have a "B" worker

What version of the product are you using? On what operating system?
0.5 - Windows

Please provide any additional information below.
