Retire git repos on Freedesktop #3

Retire git://people.freedesktop.org/~chadversary/waffle and waffle-web by:

  1. Announce on the mailing list that the repos have moved to github. But the website hasn't... yet.
  2. Push commits to each repo that delete all files except a README that directs people to the new repos.

Done. I sent announcements to the piglit and waffle mailing lists.

All branches in git://people.freedesktop.org/~chadversary/waffle.git now contain only a README that redirects to the new repo.
