Add notifications system

This is based upon django-notifications, which provides the support for allowing users to restrict how much spammy notifications they receive, and turn them off/on, as well as receive notifications via email.

Looks good to me. We definitely need to start writing tests for our apps, but this doesn't seem to break anything.
