Added CQL for both continuous and discrete control tasks.

Additional changes:

Change args for hydra.main() due to hydra version update
Divide actor_lr and critic_lr in SAC
Add a function for recording transitions in replay buffer for offline RL
Fix atari-py version to 0.2.6 for bugfix
- 0.2.9 produced an error
