Update Readme to clarify 3.8 or greater is supported
Update package classifiers to have the correct supported Python versions
Officially drop support for Python 3.7

Ready for review, we may want to consider 3.11 as it could be a fix for the deployment issues but I did try and that did not fix it so just opted for the 3.10 as a slightly safer option.
