stylelint-config-recommended-scss major bump (nothing critical)
jest major bump to 28
the rest are minor bumps

🤘 feel free to merge things like this directly if you want @lb-. We don’t need to be as strict on this project so assuming CI passes / tooling works locally, we can take the chance.
