I have two locales enabled: en-us (set as the base one) and es-es. I have enabled sync for es-es. When I create a page in the en-us tree, a similar page is also created in the es-es tree, as expected. However, on attempting to edit the es-es page, it doesn't show the "translation" edit page, just the normal "edit" page. I have to go to the en-us page and manually click "translate this page" for the "translation view" to show up in the es-es page.
I would expect that, when pages are synced to other locales, they will show up as pages to be translated, rather than pages to be edited.
