Improves contribution process by adding a devcontainer, approach to working with pgvector, and related docs

Looks good, thanks! I have just left a couple of questions, mostly for my clarification. We should merge this as it is.

Thanks for the feedback all - I'm going to merge this so that I can build on it in other PRs, but if anyone has a chance to run through the developer process again that would be much appreciated.
