python gives 'unicode warning' for certain problems with unicode #313

A warning is not enough.
This type of problems is quite serious.
In case reported by JF Snick these problems led to confusing situations.
The engine now promotes these warnings to errors.
(engine only, not webserver).
The warning seems to be a default for python.
