Follow best practices --

Prefer the target_include_directories() command to add include directories to individual targets and optionally propagate/export them to dependents.
Add project version, description and language
Run clang-tidy automatically with some checks (Google, C++ Core Guidelines, etc).

I really don't like this GH behavior on which all the commits are taking into account in the diff, but this PR was intended to contain only the changes that are in https://github.com/Waifod/quant_finance_models/pull/77/commits/e090a55a7aa2214aebe33e42a7542c845aff53b1
