For building an Android app with a tensorflow lite image classification model, create docker image that:

converts tensorflow model to tflite one
checks out github repo with Android app skeleton code
copies tflite model into source tree
builds Android app
uploads src and apk to job outputs

Create separate github repo that is based on following image classification app: https://github.com/tensorflow/examples/tree/master/lite/examples/image_classification/android
