"make install" needs to create a directory if File I/O is compiled in #13

The File I/O extension needs a directory to store files in; in the original 
intstallation instructions, it called for running mkdir in the same directory 
as the server code (everyone probably still runs their servers out of the same 
directory they compile it in, to this day).
