I also had the same problem!
That means the plugin isn't loading. What error message do you see in your idea.log
file?
Here's my latest logs since starting the IDE today (BTW doesn't work on my macbook either):

It contains some non-existing file and parsing errors
I think somehow the plugin started working after I installed it on VS Code I now see that both editors on the Dashboard, even though I've never entered an API key in Webstorm

I think this is what happened:
Initially I installed the plugin in Webstorm but it had some problem and it didn't work
Then I installed the plugin in VS Code - it worked and created .wakatime.cfg
with my API key (thought I didn't know at the time)
New version for the plugin was released for Webstorm and I updated, but since I wasn't prompted for API key I started looking where to add it manually and couldn't find it

That's right, the plugins share the same config file and don't ask more than once for the api key.
Installing the latest version 14.0.5 and then restarting the IDE does not prompt for API key It's not possible to add the key manually from settings because the settings/tools menu for wakatime is also missing
