add entry for api url #38

On every update the hard coded api url is overwritten. I added a entry in the config file ~/.wakatime.cfg for the api url.

Changes to the wakatime package should go into https://github.com/wakatime/wakatime. I'll make this change as a setting in your $HOME/.wakatime.cfg file.
