Add support for API_URL via environment variables #284

I use Gitpod and thus do not have access to the .cfg file. Can support be added, like API_KEY, for the API_URL to be loaded via the environment variables?

Implemented with 144c8bfab8f6d0755f2ecadc20fd5340260de6f5 and released in vscode-wakatime v19.1.0.
