Point to config file format from README #62

It'd be helpful for users to be able to find the config file format when setting up.

Legacy cli has been replaced by new Go cli in this commit and your changes must point at https://github.com/wakatime/wakatime-cli/blob/develop/USAGE.md#ini-config-file.
