All features of a poll should be modifiable on a poll that hasn't been started yet

AKA Polls need better syntax and tools During the 'waiting' period with a cached poll after creation, all parts of the poll should be independently modifiable. Needing to cancel the poll to change one detail is silly. Current list for inclusion:

• Question
• Channel target
• Poll options (ideally there's a nice way to do it that minimizes user work)
• Duration

Duration modification is already complete and available

It's likely that this will either be a part of or be obsoleted by a full syntax rework for the poll function. Potentially some of both. Also possible that it will directly follow said rework
