Polls are lost if the bot crashes/restarts while a poll is running #21

They are kept in memory so they go away. There is no way right now to get them back and there should be

Not a bug, missing feature. There is already some output info being saved to disk for polls to persist them in preparation for dealing with this issue, but I didn't have a good solution for loading it until recently. Can create a single command that also works for normal poll creation, and parse with parseArgs

Raising to P2 as this is beginning to create headaches. Would like to see this implemented as part of or immediately following the poll syntax redesign
