Node operator doc - cloud and advanced options #103

Summary

Complement the current operator guides with tutorials on how to:

run a nwaku nodes in popular cloud providers.
configure nwaku nodes with more expert options

Acceptance Criteria

At a minimum, guides for the following providers are published:

[ ] Digital Ocean Droplet
[ ] Oracle Cloud
[ ] Fly.io
[x] Akash

And the following configuration needs to be covered:

[x] PostgreSQL setup https://github.com/waku-org/nwaku/issues/1840#issuecomment-1671106713
[x] Listening on secure websocket
[x] Monitoring

nwaku team needs to support if any issue is encountered when testing it out.
