Noise handshakes as defined in https://rfc.vac.dev/spec/35/

[ ] K1K1
[ ] XK1 needed for https://github.com/waku-org/js-waku/issues/1181
[x] XX (done for device pairing)
[ ] XXpsk0

Notes

K1K1 and XK1 are more interesting Alice to Bob secure channel (Alice and Bob exchange keys out of band) and enables new PoC/Examples.
Not sure how would XXpsk0 would be used.
Not sure if we need a protocol to define handshake over Waku (ie, content topic selection) Cc @kaiserd could you clarify?
