bug: peer exchange query tests are slow and flaky in CI

This is a bug report

See test In CI it usually fails because query doesn't return anything. I tried tweaking the timeouts but with no luck.

Locally on my machine it always passes so it seems to be related to the fact that the CI machine is lighter and some timeouts are hit.

Ex of failures:

• timeout in test
• query in before each returns undefined

As a temp solution I've skiped the tests

Moving to TODO for now as reliability and release are more important now. Next in line to be in Priority.
