Will block this PR from merging until https://github.com/waku-org/nwaku/pull/2883 is included in a release since it is required. Should be either 0.30.2 or 0.31.0.

Not ideal but by now note that rln-relay-user-message-limit provided in generateRlnKeystore is coupled with this parameter taken from TWN network config here. If they don't match things won't work, especially if the former parameter is lower than the later.

In other words, they should match, currently 100 in both places.

The release of 0.30.2 unblocked this PR. Ready now.
