Add an outline document that summarizes our approaches to incentivization in Waku protocols, starting with Store (see https://github.com/waku-org/nwaku/issues/1961).

The outline has been significantly updated. It is now centered around what I call "Store-i13-MVP" (Store incentivization MVP) - a minimal set of changes to the Store protocol to introduce incentivization and iterate from there. It also includes some background (may be useful for the whitepaper), and a list of open questions for future work.

I would greatly appreciate any feedback!

Great! Thanks for this! Left some inline comments plus:

  • We still need to answer "who pays the party". Incentives are two sided (someone pays vs someone gets paid), unless ofc you have infinite inflation. I think we haven't identified who pays. Just people using light clients + store as suggested here What is the definition of full nodes and light nodes? #28?

For now, we only consider a two-sided market: the (light-)client pays the server (full node) for the data.

After another round of editing, the document is now truly centered around Store incentivization PoC. Open questions and directions for future research have been moved into issues and are now linked from the main document. I would appreciate some more feedback before merging it in (most edits have been in response to prior feedback).

@jm-clius @alrevuelta , noticed that PR's can be merged even if changes are requested or without approvals. Something that may have to be enforced in master branch as rules to prevent someone from merging.
