This PR is to upgrade the waku-simulator to use the RLNv2 contract. The changes are:

modified contract deployment script
update the RLN_CONTRACT_ADDRESS to the address that the new contract deploys to
update run_nwaku script with new flags required for RLNv2
update wakusim.env with new variables for the RLNv2 message limits and RLNV2 enabled nwaku image
added new environment variables required for contract deployment
