you're gonna wanna add the nerf to the morale bonus as well, the 60% is working as 60% not 30%

I've tested it in ship battle and this is quite the problem, and furthermore there's the problem of the random flotilla morale bonus taking effect so reducing it goes into the right direction

The morale thing is a separate topic that needs more investigation; I don't think there's any evidence in the code that it's being double-counted, but maybe there are screenshots that will convince me.
