Deed to complete 10 quests is totally busted #1407

Counts a bunch of our behind-the-scenes changes (ex: galaxy gen) as quests. Ideas for a replacement Deed?

Solution: Move the "level a hero" Deed (increasing level from 9 to 11 since it's a higher tier) from the military quadrant and replace that one with "have a ship of 1k offensive power"
