I'm not exactly a fan of this tbh since it adds "people adding the mods in the wrong order" as another one of the many things that causes game ending problems before we even start the game propper.

Worst case would be that nothing happens, tested it. Most relevant things are just completely overwritten or activated via quests, this isn't a simulation problem so it largely isn't relevant.
Balanced Galaxy Gen is a good feature and I don't want it removed, but its not stable enough that it should be on by default in ESG, so I propose we move it to a submob included with ESG.
Move Balanced Galaxy Generation stuff to its own mod that requires ESG. This is required for the full release of 1.6. I've already made the submod's gabarit file we just need to move all the stuff over.
