Sister's Of Mercy In-Dev Splice #1542

Currently in the In-Dev branch of ESG, the new version of the Sister's Of Mercy's splice gives +1 food on sterile. This would make it the only conditional FIDSI splice in the game. Propose to change it from +1 Food on Sterile > +1 Food.

for some reason by default esg traits doesnt support custom splice values, i added the ratio version of this specific trait back then but aparently forgor to define it in PopulationModifiersTraits, i did now which fixes it but only for this pop, this bug will exist for a lot of custom factions.
