If not embed the tool can't run without the resource file.

Sorry, I missed the PR... I'll see about reintegrating this change for a future release... Right now your PR fails due to conflicts.

I almost forget that I sent this PR. lol I'll rebase to latest code base and resolve these conflicts. Thanks.
