We should support UTF-8 encoding as in plaint text test data.

Added fix and test in r2911. Still need to test on Windows and probably add a 
note to
the UG too.

Tested on Windows both with Python and Jython. Added note to the UG in r2936.

This issue is included in RF 2.5 alpha 1.
