Remove `robotidy.py` tool #553

The internal changes in RF 2.5 have broken robotidy.py
(TestDataTidyingTool) badly. Fixing it isn't worth the effort because RIDE
can be used instead. Let's just remote robotidy.py tool from RF 2.5 altogether.
