Create Clippy for new users #132

Collect more feedback on the new user onboarding experience and create some help popups.

What's our idea for how this should function? Right now I'm imagining that after rating ~15 names (without any partners) a small tooltip (or toast) appears under the "Invite Partner" button saying something like "You've rated a bunch of names, you can invite partners and see which ones you agree on!"
