All of the data is per-block only for the number of providers (how much competition there is), but it's per-tract for actual connection speed data. The CSV data provided is likewise tract-level.
So looks like it's tract-level, however it's collected.
According to the FCC's data-download page, it's tract-level, but the December 2011 Federal Register filing about the Connect America Fund seems to indicate that it's block-level. Some press coverage says it's block-level. Is it possible that the data is collected at a block level but distributed at a tract level?
