Mozilla Location Service runs an API for geolocation based solely on WiFi data, but they don't provide bulk downloads of the data:
While we would like to openly share the data about WiFi networks, we do not know of any way to do so that would not lead to an exposure of personal data and made it possible to track the movements of WiFi networks over time.
It seems plausible that a county or a state could persuade Mozilla to share this data, with appropriate protection of PII. It might be wise to check with the state, to see if they're game to receive that data, and then contact Mark Surman via Helen Turvey, to inquire about data-sharing, perhaps beginning with Albemarle as a test case.
