Harvest USAC data #3

The Universal Service Administrative Co. collects household-level data from ISPs who receive funding from them. In Albemarle County, that's CAF II funding, which has been used to wire a good bit of Albemarle with DSL. Get that data and add it to this repo, toward a collection of new, household-level data sources.

[ ] script that retrieval, to automate
[ ] limit it to Albemarle County
[ ] add it to a map

The file contains 4,302 records, but a bunch of those are outside of Albemarle. I need to restrict this to the county, to figure out how many records are relevant.
