Looks like HughesNet dishes are pretty small. There are two things that make them distinctive: they say "HughesNet" on them, and they're often oval-shaped. It's not impossible that these things can be spotted via aerial photography, but it would be laborious.
It'd be best to start by finding some houses that I know have satellite internet, and see if aerial photography reveals the dish in any obvious way. That might be enough to show that it's impractically to identify locations visually.
Anybody with satellite internet is guaranteed to have no better broadband options available. Surely there’s some way to ID these people. Perhaps customer data is available in some regulatory filing? Maybe these can be visually surveyed, either from the road (Google Street View?) or from aerial photos?
