Now that Climate Source is out of business, and Oregon State University is publishing the data, overhaul this.

[x] have the build process grab the ZIP-based CSVs
[x] combine them with zipcodes.csv to yield ZIP, place, coordinates, and hardiness zone
[x] generate JSON files, one per ZIP, using that data
[x] push those files to GitHub Pages
